1.   This invitation for bids follows the general procurement notice for this project that appeared in
Development Business, issue No. 508 of 16 April, 1999.

2.   The People's Republic of Bangladesh has received a credit from the International Development Association (IDA) toward the cost of the Air Quality Management Project (AQMP), and it intends to apply part of the proceeds of this credit to payments under contract for purchase of PM Equipment for Satellite Monitoring Stations [Contract Package No. G53 (group-a)].

3.    The Project Director, Air Quality Management project, Department of Environment (DOE) now invites sealed Bids from eligible Bidders for supply of PM Equipment for Satellite Monitoring Stations for air quality monitoring.

4.    Bidding will be conducted through the international competitive bidding( ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines. However countries not eligible under this project also include: The Bahamas, Bahrain, Barbados, Brunei Darussalam, Cyprus, Oman, Qatar, Singapore & United Arab Emirates. Domestic preference will apply.

5.    Interested eligible bidders may obtain further information from Air Quality Management Project, Department of Environment (DoE) and inspect the bidding documents at the address given below from 09.00 to 16.00 Hours on all working days.

6.    A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of Tk. 5000/=  or US $ 100. The method of payment will be either in cashier cheque or in certified cheque, or in payment order/ bank draft from any scheduled bank in Bangladesh. The document may be sent by Air Mail for overseas delivery and Surface Mail for local delivery.

7.    A Pre-bid conference with the representatives of prospective bidders will be held at the address below at 11: 00 A.M on September 11, 2005.

8.    Bids must be delivered to the address below at or before 2:30 P.M. on October 15, 2005. All bids must be accompanied by a bid security of BDT 250,000.00 or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below at 2:45 P.M. on October 15, 2005.

Schedule of Requirements
 

The delivery schedule expressed as weeks/months stipulates hereafter a delivery date which is the date of delivery (i) at EXW premises, or (ii) to the carrier at the port of shipment when the contract is placed on FOB or CIF terms, or (iii) to the first carrier when the contract is placed on FCA or CIP terms.  In order to determine the correct date of delivery hereafter specified, the Purchaser has taken into account the additional time that will be needed for international or national transit to the Project Site or to another common place.

Dichotomous PM 10/2.5 Sampler 

A: Purpose:  

The dichotomous sampler separates particles into two distinct size fractions 2.5 to 10 microns (coarse particles) and less than 2.5 microns (fine particles). It must be US EPA certified as an FRM (Manual)  Sampler.

1. SAMPLER

A. Purpose 

A portable PM-10 mass median aerodynamic diameter (mmad) sampler capable of also sampling PM-2.5 mmad and operating continuously on a rechargeable battery for 24 hours is required. The sampler must have an acceptable correlation to the USFRM sampler (Manufacturer’s acknowledgement required).
